The policy costs within standing charges are regressive and should be transferred to general taxation. In fact, I believe the whole standing charge cost should include network costs, and you may as well, while you're at it, put the Networks fully under public control and ownership rather than a regulated monopoly business. I would welcome them becoming dual customer/worker co-ops with other stakeholder representation. We would thank the current owners for providing capital and direction. They could be compensated for the value of the companies with bonds that pay out at a lower rate than the expected return on capital, given their lower risk. This would also reduce risk to the public and allow them to earn strong returns on assets through profits or public value that meet policy goals. Investment could grow through direct and indirect returns and broader public good.
